Handicap changes S to -1 players

Please note that players who have been recommended to move from S to -2 and have already passed their rules test are not included on this list, they have already been moved to -2.

All those with # before their new handicap must take their rules test before their new handicap can become effective.

Rules tests need to be taken prior to the start of the 2009 season, members will be restricted to playing at their home club until they have passed.
